Speech at Roghun HPP First Unit Launch Ceremony

Distinguished Compatriots,
Dear Builders of ‘Roghun’ Hydropower Plant,
Esteemed Guests,
Ladies and Gentlemen,

Today the noble people of independent Tajikistan are overjoyed as their long-awaited desire, i.e. the launch of the first unit of the life-changing ‘Roghun’ Hydropower Plant and start of generation of power in this facility has become true.

This milestone moment shall be recorded with golden letters in the new history of independent and sovereign Tajikistan our current and future generations shall be proud of and honored with it.

I offer my heartfelt congratulations on this occasion to all of the residents of our country, compatriots abroad. May I commend the constructors of this grand facility of light, who have bravely and patiently demonstrated high sense of national dignity and patriotism in the field of creative efforts and the scene of national dedication and extend my gratitude on behalf of the Government of Tajikistan!

Solemn gathering on the occasion of the launch of the first aggregate of Roghun HPP

The Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan Emomali Rahmon and Dushanbe Chairman Rustami Emomali attended a gala concert to mark the launching of the first hydro unit of the Roghun hydropower plant at the Navruzgoh Complex of Dushanbe.

The head of state once more congratulated every resident of our country and our compatriots abroad on the initial power generated in ‘Roghun’ HPP – the bright light of the households of Tajik people and glittering future of our beloved Motherland.

The President of our country noted that the launch of the first hydro unit of ‘Roghun’ Hydropower Plant is a memorable and milestone event for every resident of Tajikistan.

The Leader of the Nation, Emomali Rahmon, spoke about the efforts and measures taken by the Government of the Republic of Tajikistan in the period of independence to achieve sustainable development and ensure a decent life of the people.

Уважаемые члены Маджлиси милли и депутаты Маджлиси намояндагон!
Дорогие соотечественники!

Республика Таджикистан, несмотря на изменения в мире в политической и экономической сферах и в области безопасности, делает устойчивые шаги по пути поступательного экономического развития, достижения стратегических целей во имя обеспечения достойной жизни народа.

Однако нас настораживает то, что в последнее время в мире наблюдаются проявления гегемонизма, стремительного перевооружения и признаки начала нового этапа «холодной войны».

В текущем году в различных точках планеты продолжались конфликты и волнения, в связи с чем этот год стал тяжелым и противоречивым периодом для мирового сообщества.

За этот период более чем ста государств мира подверглись бесчеловечным и жестоким атакам террористов и экстремистов.

Реальность такова, что география распространения конфликтов ширится все больше, глобальные вызовы сегодня оказывают давление на фундаментальные основы миропорядка и принципы международных отношений.

Дальнейшее продолжение этой ситуации может привести к углублению вызовов и угроз в политической, экономической и гуманитарной сферах и в области безопасности в различных регионах мира.

В настоящее время наша страна предпринимает эффективные меры по формированию соответствующего внутреннего и внешнего потенциала для своевременного реагирования на глобальные вызовы и угрозы

According to the provisions of the Constitution of the Republic of Tajikistan, the structural units of the state, the judiciary and public law enforcement bodies were improved as structural institutions of the state system, and their activities were adapted to the legal documents, including the Constitution of the country.

After the adoption of the Constitution of the Republic of Tajikistan, the judiciary entered a new historical stage as an important pillar of the state power structure and emerged as an institution that administers justice.

Based on this, for the first time in the judicial system of the country, independent judicial institutions were created - the Constitutional Court, economic and military courts.

Serious reforms have taken place in the judicial system of the country. In accordance with the values of a democratic society, the judiciary is recognized as an independent and separate branch of state power, and its activities have been adapted to the requirements of the times and international standards.

After gaining state independence, the Republic of Tajikistan entered a new stage of historical development - building a sovereign, democratic, legal, secular, unitary and social state.

Chairman of the Supreme Council of the Republic of Tajikistan Emomali Rahmon, in one of his first addresses in connection with the situation at that time in the country, said: “We are obliged, first of all, to ensure the security of the state, create an army and strengthen the positions of the police, the National Security Committee and other law enforcement agencies” .

In a short period of time, national security and police agencies were reorganized in all cities and districts of the country, they were supplied with the necessary weapons and ammunition, hundreds of young people were mobilized to work in these agencies. Despite the economic instability, the Head of the Tajik state, Honorable Emomali Rahmon, first of all set about creating a national army and took concrete measures to strengthen the southern borders of Tajikistan.

From the first days of the XVI Session of the Supreme Council of the Republic of Tajikistan, which played a crucial role in the history of the new Tajik state, the new head of state considered the restoration of peace to be one of the main and priority tasks.

The people of Tajikistan, under the leadership of their compassionate and encouraging Leader, entered the world civilized community, restoring peace and harmony, and demonstrated the possibility of resolving internal conflicts within the framework of the law.

It was with the blessing of peace and reconciliation that the integrity of our dear Motherland was protected, it became possible to lead a peaceful life, ensure the security and unity of the people, hold large-scale national events aimed at promoting the unification of the idea, bolstering the sense of national pride and self-awareness of the people.

To achieve this great goal, the Head of State of the Tajiks, Honorable Emomali Rahmon, managed to unite the healthy forces of society, including political parties and movements, cultural structures and public associations.

Constitution

At the origins of state-building process led by Emomali Rahmon was the adoption of a new Constitution of the country. For the first time in the history of Tajik statehood, this process was carried out through a nationwide referendum. The accumulated experience and values of world civilization regarding human freedom, civil rights, democratic, legal and secular society were clearly enshrined in the Constitution. This Basic Law of Tajikistan was recognized by the international community as a guiding document for sovereign state.

The establishment of constitutional power and the cardinal changes and additions that were made following the results of the XVI Session of the Supreme Council of the Republic of Tajikistan marked the beginning of a completely new stage in the system of legislation, position and status of Tajikistan, which was recognized by the international community as a sovereign state. The development and adoption of the Constitution of the independent Tajik state was at the center of the implications of this new stage.

In 1991, the balance of geopolitical and geostrategic interests of world powers changed following the collapse of the Soviet Union. A qualitatively new political era began in the history of mankind, a new period of influence of global and regional powers in parts of the world, primarily in the territory of the former Soviet Union and Eastern Europe.

Due to the termination or weakening of socio-political, economic, trade, transport and other ties between the countries of the post-Soviet space, as well as a new clash of interests of regional and world power-hungry forces, the newly independent Tajikistan was engulfed in a deep political, economic, social and cultural crisis.

The state independence of Tajikistan also fell on this difficult historical period.

In the last days of the domination of the Soviet state, where national and political conflicts were unleashed throughout its territory, the second Session of the Supreme Council of the Tajik Soviet Socialist Republic (twelfth convocation) on August 24, 1990 adopted the Declaration of State Independence of the Tajik Soviet Socialist Republic and opened a new historical stage in the fate of Tajikistan.

Approval of the emblem of 27th anniversary of state independence of Tajikistan

President of the Republic of Tajikistan, the Founder of Peace and National Unity - Leader of the Nation Emomali Rahmon has approved the official logo of the 27th anniversary of the State Independence of the Republic of Tajikistan, which has been presented by the Academy of Arts of the Republic of Tajikistan.

This logo can be widely used as a symbol of the 27th anniversary of state independence of Tajikistan.

The logo is proposed for wide usage to the ministries, committees, agencies, companies, associations, enterprises, joint-stock banks, the official newspapers, organizations and institutions, societies, unions, higher education institutions, centers of investment projects, the executive bodies of state authority of GBAO, Sugd and Khatlon provinces, districts of republican subordination and Dushanbe city.
